    The 2014 elections got more interesting with county Supervisor Janet Nguyen's announcement she'll vie for the state Senate seat being vacated by termed-out Lou Correa, D-Anaheim (pictured) - but significant battles were already shaping in that race and two other Orange County contests for state office.

    Former Assemblyman and Supervisor Jim Silva, R-Huntington Beach, has already opened a campaign account for the Correa seat - Senate District 34 - as has former Assemblyman Jose Solorio, a Santa Ana Democrat who now sits on the Rancho Santiago Community College District board.

    Democrats have a 2 percentage-point advantage in the district's voter registration, a margin somewhat offset by larger turnout typically produced by Republicans.

    Meanwhile, in the southern coastal Senate District 36, Orange County Supervisor and former Assemblywoman Pat Bates of Laguna Niguel has opened a campaign account, as has former Assemblyman Martin Garrick of Solana Beach.

    The two are vying for the seat of termed-out Mark Wyland, R-Oceanside, in the heavily Republican district.

    But consultants are especially licking their chops for Board of Equalization District 4 race, where more than half million dollars has already been raised by four candidates competing to replace termed-out Michelle Steel (who, in turn, is running for Orange County Supervisor in this giant game of musical chairs).

    Wyland, termed-out Assemblywoman Diane Harkey, R-Dana Point, and former state Sen. Tom Harman, R-Huntington Beach, have all raised more than $100,000 for the race, while Correa has raised $98,000.

    SANTA ANA – The process for appointing Orange County's next clerk-recorder – from among almost 900 people who applied for the vacant elected post – got more complicated Friday.

    Shawn Nelson, chairman of the county's Board of Supervisors, had hoped to streamline the process by requesting that each of the five supervisors submit just two names of applicants to be considered for interviews. Other supervisors wanted to include more candidates in the interview pool.

    At a special meeting Friday, the board approved Supervisor John Moorlach's proposal that each supervisor submit as many as 20 names. Moorlach also suggested combining the clerk-recorder's office with the public administrator, another vacant elected post. The county counsel's office will research that idea.

    The board also discussed a design flaw in the county's online job application software that incorrectly labeled some applications as incomplete. Some 236 of the 893 applications were initially marked incomplete because they did not include resumes or cover letters.

    However, it turned out that at least one of those 236 applicants – Steve Rosansky, former Newport Beach councilman – did include a resume and cover letter. The board asked county staff to go through those applications again to see if more were incorrectly marked.

    After the supervisors submit as many as 20 names each, Nelson will eliminate duplicates and distribute the remaining names to the board members. Each supervisor will then whittle down that list to five candidates who should be interviewed. A full day will be set aside for the supervisors to interview those candidates at a public board meeting, with candidates being sequestered until their turn to be interviewed.

    The board adopted the selection process on a 4-0 vote, with Supervisor Janet Nguyen absent. Nguyen gave birth Thursday night to her second child, a boy. Timothy Minh Nguyen Bonikowski weighed in at 8 pounds, 14 ounces. His older brother, Thomas Bonikowski III, is 2 years old.

    Nguyen, a Republican who was reelected to a four-year term on the Board of Supervisors in June, also confirmed Friday that she will run for state Senate in 2014. She will seek the redrawn 34th District seat held by Democrat Lou Correa, who will term out next year.

    Jose Solorio, a Democrat and former state Assemblyman, also said Friday that he is seeking the 34th Senate seat.

    The clerk-recorder vacancy was created when Tom Daly, the elected clerk-recorder since 2002, won a seat in the state Assembly in November. The person appointed to replace him as clerk-recorder will have to run for election in 2014 to keep the $140,000-a-year job.
